See if you notice what I did when I started perusing it. I wonder who wrote it ? Considering they haven't even signed it.
"Extraditable Offenses
1. An offense shall be an extraditable offense if the conduct on which the offense is based
is punishable under the laws in both States by deprivation of liberty for a period of one year
or more or by a more severe penalty.
2. An offense shall also be an extraditable offense if it consists of an attempt or a
conspiracy to commit, participation in the commission of, aiding or abetting, counseling or
procuring the commission of, or being an accessory before or after the fact to any offense
described in paragraph 1 of this Article.
3. For the purposes of this Article, an offense shall be an extraditable offense:"

No it's no good, you'll have to explain it to me. Which bit is one sided? I've been through it but the language is baffling me..

The Americans have failed to sign,so the treaty basically says 'yes take our peeps and keep your'
It must have been written by someone across the pond too,as in British English, Offence isn't spelt with and s in it.
